In accordance to the Workplace Safety & Health (Risk Management) Regulations, risk assessments must be conducted regularly to continuously monitor safety and health hazards at workplaces.  

To educate employers, self-employed persons and principals on risk management requirements, the Workplace Safety and Health Council (WSH Council) has introduced bizSAFE Certification Programme

bizSAFE Certification Programme 

bizSAFE is a nationally recognized capability building programme designed to help companies build workplace safety and health capabilities. As all workplaces must conduct risk assessments for all work activities and processes under the WSH (Risk Management) Regulations and reviewal of risk assessments must be undertaken when the work activities change, or every 3 years as stated by law.  

With bizSAFE certification programme, organizations can attain bizSAFE Level 3 and above that recognized their organization have put in place systems to manage workplace risk and complies with WSH (Risk Management) Regulations.

  • bizSAFE Level 1 

To embark on bizSAFE journey, the Top Management (Managing Director, Chief Executive Officer, or General Manager) must demonstrate commitment towards WSH, to acquire risk management capabilities and implement a WSH management system by attending 0.5-day Workshop for CEO/ Top Management to understand their legal obligations under the WSH Act and is able to develop a WSH policy.

  • bizSAFE Level 2 

To develop the Risk Management Implementation Plan, the appointed Risk Management Champion needs to identify hazards, conduct risk assessment, manage, and monitor the risks, and communicate the risks to all persons involved (employees and subcontractors), and ensure their compliance to the WSH (Risk Management) Regulations and Risk Management Plan established. To understand WSH laws and its related regulations, as well as the Code of Practice on Risk Management, the Risk Management Champion and his/ her team members are required to successfully complete 2-days Develop a Risk Management Implementation Plan (also known as Workplace Safety and Health Control Measures-4).

  • bizSAFE Level 3 

Upon implementation of the risk management plan, organizations can engage an MOM-approved WSH auditor to assess and verify their Risk Management System against WSH (Risk Management) Regulations and bizSAFE Risk Management audit criteria.     

Kindly note that from 1 April 2019, bizSAFE Level 3 Risk Management audit shall be carried out under Singapore Accreditation Council (SAC) – Auditing Organization (AO) Scheme. Therefore, the audit man-days will be in accordance with SAC CT 17 - SAC Criteria for Accreditation of Auditing Organizations:

  • bizSAFE Level STAR 

To recognize the company’s Workplace Safety and Health Management System that identifies, manages and controls risks or hazards in compliance with the WSH Act, and international standards such as ISO 45001:2018.  

With effect from 1 April 2021, your company must submit one of the following certifications with a Risk Management Audit Report

  • SS 651:2019 SAC accredited certificate, 

  • ISO 45001:2018 SAC accredited certificate.
