ISO 50001 is the international standard for energy management system, and it provides organizations of any size to systematically optimize energy performance including energy use and energy consumption and promote more efficient energy management.  

Singapore’s Mandatory Energy Management Requirements under the Energy Conservation Act 

To improve Singapore’s industrial resource efficiency and competitiveness, the Government has introduced mandatory energy management requirements for corporations with business activities consuming more than 54TJ of energy each year with effect from 22 April 2013 under the Energy Conservation Act (ECA). As the industrial sector accounts for more than half of Singapore’s energy demand, the companies play a major role in national efforts to become energy efficient. Thus, those corporations who have attained the specified energy use threshold (54TJ of energy per calendar year) in at least two out of the three preceding calendar years; and whose business activity is carried out in a single site and is attributable to one of the following:

  1. Manufacturing and manufacturing-related services,

  2. Supply of electricity, gas, steam, compressed air and chilled water for air-conditioning; and 

  3. Water supply and sewage and waste management.

These registrable corporations must:  

  1. Appoint an energy manager within 30 days of being registered,  

  2. Monitor and report energy use and greenhouse gas emissions by 30 June each year,

  3. Submit energy use report and energy efficiency improvement plans by 30 June each year,

  4. Implement energy management system and submit ISO 50001 certificate and audit report, 

  5. Conduct energy efficiency opportunities assessment and submit the assessment report,  

  6. Implement energy performance monitoring (EPM) and submit a model validation report and EPM report, 

  7. Conform to MEES for Water-Cooled Chilled Water Systems and submit first report.
