


ISO 29990:2010/ISO 29993:2017 - Learning Services For Non-Formal Education And Training
The International Standard specifies basic requirements for providers of learning services in non-formal education and training.
Implementing the requirements of ISO 29990 standard leads to systematic improvements in quality of education services provided. The learning service providers (LSPs) are encouraged to adopt ISO 29990 for the benefits:
- Assuring the implementation of high-quality training programmes & processes
- Enhancing the comparability and transparency of learning services
- Optimizing LSP's business processes
- Maximizing LSP's organisational effectiveness
- Reduce costs
ISO 29990 is useful for facilitators, learners as well as other parties interested in successful learning results.
SOCOTEC Certification Singapore (SCS) is offering this Learning Services Management Systems, ISO 29990. The independent certification audit of ISO 29990 system provides the confidence to relevant stakeholders with demonstrable evidence of competence and quality.
Transition from ISO 29990:2010 to
ISO 29993:2017
We would like to inform you that the Ministry of
Manpower (MOM) and Workplace Safety & Health Council (WSHC) has requested
for certified Learning Service Providers (LSP) to continue their current ISO
29990:2010 certification and obtain ISO 29993:2017 Learning services outside
formal education – service requirements management system at the next scheduled
audit (surveillance or recertification audit). The transition to ISO 29993:2017
is 2 years from 8 October 2019. Therefore, the transition deadline is till 7
October 2021.
In addition to that, kindly note that WSH Council has
issued a notification that 24 MOM WSH courses will be transited to SkillsFuture
Singapore (SSG) from June 2020, while 9 MOM WSH courses will remain under MOM
and WSH Council purview. For the breakdown of courses, please refer to the below:

Due to the transition of MOM WSH courses to be WSQ accredited, kindly note that certified LSPs are required to apply for WSQ Organization Accreditation (OA) via SkillsConnect and subsequently apply for WSQ Course Accreditation (CA) before June 2020. To assist our existing clients with the transition from ISO 29990:2010 to ISO 29993:2017, SOCOTEC Certification Singapore (SCS) is conducting regular public training on awareness and internal audit for ISO 29993:2017. Unlike ISO 29990:2010 which share some similarities with many of the management system standards such as ISO 9001:2015, the ISO 29993:2017 reflects a typical sequence of experiences of learners and sponsors in a prototypical learning service, including advertising, information provided prior to acquisition of the service, needs analysis, design, assessment and evaluation.
